Displays floating rich content anchored to a specific trigger element, rendering on top of all other page elements.

• The Popover requires an accessible name. It is the consumer’s concern to provide an aria-label to the Popover.
• The Popover will set appropriate value for the aria-haspopup attribute on the anchor element.
