Enhancement requests for FilePicker

Time picker: moves out of alpha

The time picker component has passed acceptence testing and moves out of alpha into GA.

Accordion item: new css variable for meta text

We’ve added a css variable to set a custom inline-size to the meta-data text.

New modal attribute controls whether the dialog displays as a modal.

Empty state: adds connotation and design variation

Adds connotation attribute to the empty state component. Also, adds an icon-decoration attribute to allow for the design variation.

Slider & Range slider: adds pin feature

Use the pin attribute to display the value through a tooltip.
